Government Securities in Albania

State Titles

Government securities are a way to invest savings by purchasing instruments issued by the government. Instead of having the money sit in an account or deposit, the investor can invest it in Treasury Bills or Bonds, depending on the term and financial objective.

Treasury Bills are shorter-term and are typically used by clients who want to invest for a few months to a year. The profit is created from the difference between the purchase price and the value received at maturity.

Bonds are longer-term and usually pay periodic interest over their term. They may be suitable for clients looking to invest for several years and receive interest payments during the investment period.

Treasury Bills and Government Bonds can be alternatives for investing savings, but the choice between them depends on the investment horizon, financial objectives, liquidity needs, and risk tolerance.

Frequently Asked Questions

Where should I apply to invest in government securities: at the Bank of Albania or at a commercial bank, and what costs apply to each option?

The application process depends on the type of government security you wish to invest in.

For Treasury Bills, individuals can participate in auctions directly through the Bank of Albania or through a commercial bank or other licensed entity.

If the application is made directly through the Bank of Albania, no commission is charged for submitting the auction application, opening and maintaining the securities account, or transferring funds to a commercial bank. However, the Bank of Albania does not handle cash transactions, so investors must have an account with a commercial bank. The bank where the account is held may apply its own fees for account maintenance or fund transfers.

If the application is made through a commercial bank, the bank may charge a commission for the application or intermediation, as well as other fees related to the account, transfers, or safekeeping of securities. These fees vary between banks and, in some cases, may be zero. When participation takes place in the same auction, the yield is determined by the auction result rather than by the bank. The difference may therefore relate to service costs and the convenience of the application process.

For Government Bonds, individuals cannot apply directly through the Bank of Albania. Participation is carried out through a bank or other licensed entity, and the applicable fees are those established by the respective institution.

Before applying, investors are advised to verify the required documentation, minimum investment amount, and all applicable fees with the institution they choose.
